The Padma Awards are among India’s highest civilian honours. They were instituted in 1954 to recognise distinguished and exceptional service in fields involving an element of public service. The awards cover areas such as art, literature and education, medicine, sports, science and engineering, social work, public affairs, trade and industry. Bharat Ratna is India’s highest civilian award, but it is treated separately from the Padma Awards.
The Padma Awards have a three-level hierarchy. Padma Vibhushan, the highest among them, is awarded for exceptional and distinguished service. Padma Bhushan, the second level, recognises distinguished service of a high order. Padma Shri, the third level, is awarded for distinguished service. The level of an award is determined by the nature, extent and impact of a person’s contribution rather than merely by age, occupation or official position.
The names of the recipients are generally announced annually on the eve of Republic Day. The nomination process is open to the public, and individuals may also nominate themselves. The nominations are examined by the Padma Awards Committee, which is constituted by the Prime Minister every year. Its recommendations are submitted to the Prime Minister and the President of India for approval.
The awards are presented by the President of India, usually at ceremonial functions held at Rashtrapati Bhavan in March or April. Each recipient receives a certificate called a Sanad and a medallion. A Padma Award is an honour and not a title. Therefore, its name cannot be used as a prefix or suffix to the recipient’s name. No cash allowance or travel concession is automatically attached to the award.
